## Key facts
- Name: Chen Li-Shin (Chen Li-Shin)
- Running for: Candidate for Taipei City Council · Taipei City Electoral District 5 (Zhongzheng and Wanhua) · Independent
- Election day: 2026-11-28
Taipei’s Fifth Electoral District covers Zhongzheng and Wanhua. Registration in these districts alone does not establish eligibility. Voters must be ROC nationals aged 20 or older and meet residency and electoral-roll requirements. The general residency period is four continuous months; where an administrative area is divided into constituencies, residency is counted within that administrative area, with restrictions on moves after the election announcement. Age and residency are generally calculated through the day before polling. Confirm your status with the household registration office or election commission.

## Why I’m Running (Message)
**Wanhua has waited long enough. Our historic neighborhoods deserve energetic, accountable leadership.**

I’m Chen Li-Shin. I grew up in Wanhua, then studied and worked in the United States and Japan and built businesses across borders. Those years showed me how older neighborhoods can protect their character while making everyday life work better.
Now I’m coming home to enter public service for the first time. I am running as an independent and will not accept political donations. I want every position I take, every budget I scrutinize, and every promise I make to be open to public review.
An old neighborhood should not be treated as a museum of memories. It can create new jobs, welcome new businesses, draw people back, and become safer and easier to live in. Taipei needs fresh leadership, and I am ready to do the work.

## A City That Moves Forward (Vision)
**Let Wanhua’s history power its next chapter** — I grew up in Wanhua and later studied and worked in the United States and Japan. That experience taught me that a historic district does not have to choose between memory and progress. With thoughtful technology, safer public space, and stronger connections, our old city can become one of Taipei’s most hopeful places to build a future.
- **Use technology to remove everyday friction**: Start with real local needs—from parking and elder care to visitor information—and use digital tools to make services quicker, clearer, and more humane.
- **Make it easier to stay, raise a family, and grow older here**: Improve walkability, neighborhood care, school routes, and shared space so older residents feel secure and younger generations can imagine building their lives here.
- **Bring the world to Wanhua—and Wanhua to the world**: Create lasting international links that help local culture, businesses, and young people reach new audiences while bringing useful ideas home.
Fresh leadership begins here, in the neighborhoods we share.

## Six Priorities (Policy)
Six practical priorities for a stronger Zhongzheng and Wanhua
- **01 Digital tools for neighborhood renewal**: Use AI and practical digital services to map vacant spaces, improve access to city services, and make decisions about mobility and foot traffic with better public data—so technology strengthens, rather than replaces, neighborhood relationships. https://www.lishin.taipei/en/policy/tech
- **02 A place for young people to build**: Connect affordable workspaces, mentors, and first customers so young people can start a business close to home. Pair the next generation’s ideas with the craft and reputation of Wanhua’s established shops. https://www.lishin.taipei/en/policy/youth
- **03 Local character, global connections**: Turn international experience into working partnerships between historic districts, better support for overseas visitors, and more opportunities for local students, shops, and cultural groups to connect with the world. https://www.lishin.taipei/en/policy/global
- **04 Transparent, independent politics**: Run without political donations or factional obligations. Publish schedules, council work, budget positions, and conflicts of interest in clear language so residents can see who their representative is working for. https://www.lishin.taipei/en/policy/clean
- **05 Safer streets and care close to home**: Fix the everyday barriers that make older neighborhoods hard to navigate: uneven arcades, poor lighting, unsafe school routes, and care services that are too far away for families who need them. https://www.lishin.taipei/en/policy/livable
- **06 Culture that sustains local business**: Connect temples, markets, historic trades, and neighborhood stories into experiences that invite visitors to stay longer and spend locally—giving cultural preservation an economic future. https://www.lishin.taipei/en/policy/culture
